A calendar that knows which hall is which
Omani weddings rarely fit into one room. Families often hold separate celebrations for men and women, the aqd may be a smaller gathering on another day, and the main dinner can run late into the night. A hall with a large ballroom, a smaller room and an outdoor courtyard is really selling three products, each with its own diary.
Banquet management software should show each space as its own column for the day, warn the moment someone tries to confirm a second booking for the same space and time, and let a date be held for a family while they decide. Holds need an end date. Without one, a family that has gone quiet can block a peak weekend for weeks.
Hotels add another layer. A Muscat ballroom team may sell a wedding on Thursday, a ministry conference on Sunday and a national day dinner in November from the same diary, while bedrooms stay in the hotel's own system. The banqueting calendar still needs holds, deposits and event sheets, just as a stand alone hall does.
5% VAT, and why your price list must already include it
Oman's VAT Law sets the rate at 5% of the taxable value. Hall hire does not appear in the law's list of exempt supplies, which covers items such as financial services, healthcare, education, bare land and residential rentals, so a registered hall charges 5% on rental, food, decoration and service.
Article 37 of the law is the one many venues miss: a taxable person must present prices inclusive of tax. If your brochure or WhatsApp price list shows OMR 1,050 for the hall, that figure should already contain the VAT, and the invoice then shows OMR 1,000 plus OMR 50 VAT. Quoting net prices and adding VAT at the end surprises families and conflicts with the law.
Registration is mandatory once supplies in a month and the 11 months before it exceed OMR 38,500, or are expected to in the coming 12 months, and voluntary from OMR 19,250. Most halls with a regular wedding calendar are above the mandatory line.

Advances, tax invoices and the 15-day window
Under Article 26, VAT is due on the earliest of three dates: the supply, the issue of the tax invoice, or the receipt of payment, to the extent of the amount received. The family that pays OMR 300 to secure a date in March for a wedding in May has triggered VAT on that OMR 300 in March.
Article 67 requires a tax invoice when you receive consideration before the date of supply, and Decision 456/2022 amending the Executive Regulations sets 15 days to issue it. A booking system that turns each advance into a receipt and a tax invoice on the same day removes the risk of missing that window during a busy week.
Invoices may be issued in Omani rials or another currency, but if you invoice an expatriate family in another currency the VAT still has to be calculated in rials at the Central Bank of Oman rate on the date VAT is due. Keep the rial figures on the invoice.
Fawtara: e-invoicing is coming in phases
The Oman Tax Authority is introducing mandatory e-invoicing under the Fawtara programme. Its own page describes a pilot with selected large taxpayers first, then more large and medium companies, then gradual onboarding of small and medium businesses, and finally all VAT registered entities.
Hotel groups and the largest venue operators are likely to meet Fawtara before family run halls do. When your phase arrives you will need an e-invoicing solution that meets the Authority's requirements. Giving the floor team what they need on the night
On a wedding night the people who matter most are not in the office. The supervisor needs to know when the bride's family arrives, when dinner is served, how many tables are set and which supplier brings the flowers. The cleaners need to know when they can start. None of them need the price the family negotiated.
An event sheet printed from the booking gives each of them the same timetable. Staff roles keep pricing, discounts and refunds with the owner or manager while the floor team sees the schedule and the guest count. When the family changes the dinner time on the day, one update reaches everyone instead of five phone calls.
Ten years of records, and a diary you can defend
Article 70 of the VAT Law asks you to keep tax invoices, accounting records and related documents for 10 years after the end of the tax year in which the return was filed. For a hall that means a decade of quotations, advances, cancellations and refunds.
Cancellations are where disputes start. When a family cancels, the system should show what was paid, what the booking terms said and what was refunded, with the dates. That record protects the hall in a disagreement and gives the accountant what they need to adjust VAT on any refund.

Venue management software questions from Oman
Do Omani halls have to quote prices including VAT?
Yes. Article 37 of the VAT Law says a taxable person shall present the prices of goods and services inclusive of tax. A price list or WhatsApp quote for a registered hall should therefore show the total with the 5% VAT already in it, and the tax invoice then shows the split.
Is wedding hall hire exempt from VAT in Oman?
No. The exemptions in Article 47 of the VAT Law cover financial services, healthcare, education, bare land, resale of residential property, local passenger transport and residential rentals. Hiring a hall for an event is not on that list, so a registered hall charges VAT at 5%.
When does a hall in Oman need to register for VAT?
When its supplies over a month and the 11 months before it pass OMR 38,500, or are expected to pass it over the next 12 months. Voluntary registration is possible from OMR 19,250. A hall with a steady wedding diary usually crosses the mandatory threshold.
Does VAT apply to the advance a family pays?
Yes. Under Article 26, VAT is due on the earliest of the supply, the invoice or a payment, to the extent of the amount paid. An advance taken months before the wedding therefore carries VAT when it is received, and a tax invoice should follow within 15 days.
Will my hall have to use Fawtara e-invoicing?
The Tax Authority is phasing Fawtara in, starting with selected large taxpayers and moving to medium and then small businesses before all VAT registered entities. Check the Authority's e-invoicing page for your phase and choose a compliant e-invoicing solution in time. Venura does not submit to Fawtara.
Is banquet hall booking software worth it for one hall?
