Why one Saturday in wedding season breaks a paper booking book

Most dewan and ballroom owners in Malaysia start with a diary, a WhatsApp group and a folder of receipts. It works until the weekend when the same hall hosts an akad nikah in the morning and a resepsi in the afternoon, the canopy contractor needs the car park at seven, and a second family calls to ask whether the evening slot is still open.

The failure is rarely the big booking. It is the soft hold. A mother visits on Tuesday, likes the hall, promises to transfer the deposit on Friday, and the date is pencilled in. On Thursday another family pays in cash at the counter. Without one shared calendar that shows holds, expiry dates and paid bookings in different states, the person at the counter cannot see the pencil mark in the manager's diary.

A venue management system fixes this by making every enquiry a record with a status. Enquiry, hold with an expiry date, confirmed with deposit, balance due, completed. Everyone who answers the phone sees the same thing, and the system refuses or warns before a second confirmation lands on a slot that is already sold.

Dewan, ballroom, function room: three ways Malaysian venues sell the same date

The software has to fit how you sell, and Malaysian venues sell in three quite different ways. A private or community dewan usually rents the space by session and lets the family bring its own caterer, pelamin and canopy. A hotel ballroom or convention centre sells a package per pax where food, decor and the room arrive as one price. A restaurant or club with function rooms sells a minimum spend and fills the room with its own menu.

Each model needs different fields. The dewan needs session times, a security deposit and a list of outside vendors who will be on site. The ballroom needs pax counts that change three times before the day, a menu choice and a guaranteed minimum. The function room needs a minimum spend and the bill from the night set against it.

  • Rental of event halls and equipment is taxed at 6% from 1 January 2026 when the operator is registered; registration for rental services is compulsory above RM1 million a year.

Service tax on hall hire and packages: 6%, and only once you are registered

Malaysia has no VAT or GST. Venues deal with service tax, and two parts of it matter here. Rental or leasing services, which include renting out an event hall, were brought into service tax on 1 July 2025 at 8%. An amendment order, P.U.(A) 125/2026, cut that to 6% with effect from 1 January 2026. Registration for rental services is compulsory once taxable turnover passes RM1 million in 12 months, so many small dewan operators charge no service tax at all.

Packages work differently. Under the Customs guide on food and beverages, a package whose main service is food, such as a wedding package with the hall, decor and a buffet, is taxed at the 6% food and beverage rate as one supply. A ballroom that sells per pax and a dewan that rents the bare hall can both end up at 6%, but for different reasons and under different registration thresholds.

Two more rules shape how your system should work. Service tax falls due when the customer pays, not when you issue the bill, so the system has to record each payment with its date. And if you are not registered, your quotation must not show service tax at all. A system that lets you set the tax rate per line, or switch it off, handles both cases.

  • Registered for rental: 6% on hall hire, equipment rental and similar lines from 1 January 2026
  • Package where food is the main service: 6% food and beverage rate on the whole package
  • Not registered: no service tax on the quote or the bill
  • Tax point: when payment is received, so record every deposit and balance with its date

LHDN e-invoicing: what it means for a venue in 2026

LHDN phased in e-invoicing from August 2024 by annual turnover. Businesses above RM100 million went first, followed by those above RM25 million from January 2025, above RM5 million from July 2025 and up to RM5 million from January 2026. LHDN's FAQ, updated on 4 September 2026, now exempts taxpayers whose annual turnover or revenue is below RM3 million, provided they meet the exemption criteria.

For most independent dewan operators, that means e-invoicing is not yet required. A hotel group or a large convention centre almost certainly is covered already. If you are, your validated e-invoices go through the MyInvois portal or an e-invoicing provider connected to it. Venura does not submit e-invoices to MyInvois. Run the old diary and the new system side by side for two weeks, and have one person check that both say the same thing every evening. When a family pays, record it in the system on the same day, because that record is also your service tax record if you are registered.

The registration threshold for food and beverage services is RM1.5 million. Your tax adviser can confirm how your own packages are treated.

Does my venue need LHDN e-invoicing?

It depends on turnover. LHDN's FAQ updated on 4 September 2026 exempts taxpayers with annual turnover or revenue below RM3 million that meet the exemption criteria, while larger businesses were phased in between August 2024 and July 2026. If you are covered, you issue validated e-invoices through MyInvois or a connected provider. Venura does not submit to MyInvois.
