Who needs the food hygiene certificate
SFA defines a food handler as any person who handles and prepares food and beverages in a food establishment licensed by SFA. Its examples include chefs, kitchen assistants, bartenders and food manufacturing workers. People who do not handle food, such as managers, service staff, cleaners and quality assurance technologists, are not food handlers for this purpose.
Every food handler must pass the WSQ Food Safety Course Level 1. This is the course that replaced the WSQ Follow Food and Beverage Safety and Hygiene Policies and Procedures course, which most people knew as the Basic Food Hygiene Course. If a job advert or a client asks for a food hygiene certificate, this is the one they mean.
For a caterer, the question is who actually touches food on the day. Your kitchen team needs the certificate. Buffet staff who portion food or refill trays are handling food. Staff who only carry plated dishes from a pass to the table are closer to service staff, but roles blur at busy events, so many caterers certify everyone who works an event shift.

Identify your food handlers
Food handlers are the people who handle and prepare food and drinks in your licensed premises, such as chefs, kitchen assistants and bartenders. Managers, service staff and cleaners are not counted as food handlers by SFA.

Book the WSQ Food Safety Course Level 1
Send each food handler to an SSG-approved training provider. The full course is 6 hours of training plus a 1.5-hour assessment. Ask the provider for the fee and any funding available.

The WSQ Food Safety Course Level 1 and refresher options
The full course is 6 hours of training followed by a 1.5-hour assessment, run by training providers approved by SkillsFuture Singapore (SSG). SFA does not set the price. It directs you to the approved providers for the cost of training and certification, so compare a few before booking a group.
Refresher training follows a fixed schedule. The first retraining must be completed within 5 years of first passing Level 1. After that, each retraining is due within 10 years of passing the previous one. Food handlers who miss the timeline are not allowed to handle or prepare food until they attend and pass one of the available options.
There are three ways to refresh. The WSQ FSC Level 1 Refresher is 3 hours of training plus the 1.5-hour assessment. The Assessment Only Pathway skips the training and goes straight to the 1.5-hour assessment, which suits experienced staff. Or a handler can simply retake the full course.

Registering food handlers and food hygiene officers with SFA
Passing the course is only half the job. SFA-licensed establishments must register their food handlers with SFA, through the GoBusiness portal using Singpass or Corppass. Do it before or during your first licence application, and add new staff as they join. An inspector who finds an unregistered handler at work will treat it as a lapse by the licensee.
Certain licensed establishments, including canteens and cold stores, must also appoint a food hygiene officer. The officer must pass WSQ Food Safety Course Level 3 and is responsible for checks on hygiene, reminding staff of good practice and fixing lapses quickly. Each officer can be registered with only one establishment, and the licensee registers them through GoBusiness before applying for or renewing the licence.
Large caterers often appoint a food hygiene officer even where it is not required. Having one trained person who owns daily checks makes inspections calmer and gives the rest of the team someone to ask.
The SFA licence a catering business needs
SFA requires retail food businesses that carry higher food safety risk, or that operate at a larger scale, to be licensed. Catering businesses are named as one of them. Caterers apply for the Food Shop Licence, which SFA describes as covering independent units such as restaurants, caterers, canteens, coffee shops and food courts.
The Food Shop Licence costs S$195 and is valid for one year. You apply through the GoBusiness portal. The process runs through layout plan approval, renovation and setup of the premises, a pre-licensing inspection done either virtually or by photo submission, and payment within 28 days of the payment notice. If you do not pay in time, the application lapses.
Venues with their own kitchens need a licence for the food side of the business too. If your venue brings in outside caterers instead, ask each caterer for its SFA licence details before the event. A caterer without a licence is a risk to your guests and your reputation.
Home-based food businesses: what is allowed and what is not
Home-based food businesses in Singapore currently do not need an SFA licence, because SFA treats their small scale as lower risk. That freedom comes with firm limits, and the first one matters most for anyone thinking about catering.
Home-based food businesses are not allowed to offer food catering services. SFA defines catering as providing buffet lines or packed meals, because of the higher risk that comes with large volumes. If you want to cater, you need licensed premises.
- No selling to SFA-licensed food establishments such as restaurants or hawker stalls.
- No ready-to-eat raw seafood, such as sashimi, oysters or raw marinated seafood.
- No preparing food at home to sell at temporary fairs, even with a stall licence.
- Ingredients must be legally imported or bought from licensed suppliers.
- Follow the HDB and URA guidelines on food safety for the Home-based Small Scale Business Scheme.
Running events without hygiene lapses
Most lapses happen on the busiest days. Keep a training register with each handler's name, course level, date passed and next refresher deadline, and check it when you build the staff list for every event. Casual staff should show their certificate before their first shift, not after.
Plan refreshers in your quieter months. Wedding and corporate seasons are not the time to discover that three senior cooks need the assessment the following week.
